摘要
近年来,大国在印度洋的政治、经济与安全领域的竞争态势均越来越明显,出现了经济合作与战略互疑并存的状态。地区问题带来的动荡和战略竞争引发的动荡"此起彼伏",给印度洋安全局势增加了新的紧张和动荡,由此也使得中印关系中的"印度洋问题"更加突出,两国关系中的安全困境不断向海洋延伸。中国西进印度洋,被印度认为是最大的威胁和挑战。即便在中印两国的利益交汇点逐渐清晰,挑战和威胁逐渐趋同的情况下,两国之间的战略互疑从未改变。新德里对北京在经济合作上的态度相对积极,政治互信上的反应则相对谨慎,两国似乎正在陷入一种难以摆脱的"合作困境"。
In recent years,great powers have trended towards an increasingly competitive position in the Indian Ocean with respect to politics,economics and security,and a scenario characterized by simultaneous economic cooperation and strategic mistrust has emerged.A combination of regional challenges and strategic competition have generated serious turmoil and heightened security tensions in the Indian Ocean.These difficulties have surfaced as a key issue in Sino- India relations,as security considerations on both sides continue to spill over into maritime issues.China's westward march towards the Indian Ocean is seen as India's greatest security threat,and even as points of mutual interest between China and India become increasingly clear,challenges will continue to undermine efforts to strengthen strategic trust.New Delhi maintains a positive attitude towards economic cooperation with Beijing,but when it comes to political trust,cautions on both sides cause China and India to remain trapped in a 'cooperation dilemma.'
