摘要
明确中国各省份农业能源碳减排所处阶段显然有助于针对性策略的构建以及“双碳”目标的早日实现。为此,该研究在对全国及各省份农业能源碳减排成熟度情况进行综合评价的基础上,以协调发展度为指标探讨了其动态演进趋势。研究发现:(1)2005—2020年,绝大多数省份农业能源碳减排相对成熟度呈现上升趋势,且相当数量的省份实现了一级甚至两级的层次跨越,仅黑龙江出现过一次层次下降,其农业能源碳减排相对协调度由较高层次降至较低层次。(2)考察期内中国农业能源碳减排整体成熟度虽存在一定年际波动但总体上升趋势明显。从演变趋势来看,农业能源碳减排整体发展度呈现“上升-相对平稳”的循环演变特征,而整体协调度与整体协调发展度则均表现出了“波动上升-持续下降-持续上升”的三阶段变化特征。(3)考察期内中国农业能源碳减排协调发展度整体水平显著提升且省际差距处于缩小状态;三类地区同样处于提升状态但内部省际差距却表现出了不同特点,其中产销平衡区省际差距大幅缩小,而粮食主产区和主销区的省际差距却有所扩大且后者还呈现出了两极分化趋势。据此,该研究得到如下启示:一方面,基于政府部门的有力引导以及相关制度的不断完善,推进省际农业能源碳减排相对发展度与相对协调度的同步提升;另一方面,在进行必要经验总结并开展省际交流的基础上,各省份因地制宜探索新型减排路径;除此之外,不断完善农村基础设施建设并着力提高农业社会化服务水平,通过二者合力推进农业能源碳减排。
Identifying the stage of agricultural energy carbon reduction in each province of China is obviously helpful for the construc-tion of targeted strategies and the early achievement of China’s goals of reaching peak carbon emissions and achieving carbon neutrali-ty.Therefore,based on a comprehensive evaluation of the carbon emission reduction maturity of Chinas agricultural energy in each province and nationwide,this article explored the dynamic evolution trend using the degree of coordinated development as an indicator.The results showed that:①From 2005 to 2020,the relative carbon emission reduction maturity of agricultural energy in most provinces showed an upward trend,and a considerable number of provinces achieved a level crossing of one or even two levels.Only Heilongjiang experienced a level drop,with its relative coordination of agricultural energy carbon emission reduction dropping from a higher level to a lower level.②The overall carbon emission reduction maturity of China’s agricultural energy during the examination period had some interannual fluctuations,but the overall upward trend was obvious.In terms of the evolution trend,the overall development of agricultur-al energy carbon emission reduction showed a‘rising-relatively stable’characteristic,while both the overall coordination degree and the overall coordination development degree showed a three-stage change characteristic of‘fluctuating up-continuously decreasing-continuously increasing’.③The overall level of coordinated development of agricultural energy carbon emission reduction in China in-creased significantly,and the inter-provincial gap was narrowing during the examination period.The three types of regions were also in a state of improvement,but the inter-provincial disparity within them showed different characteristics,among which the inter-provincial disparity between production and marketing balanced areas was significantly reduced,while the inter-provincial disparity between the main grain producing areas and the main marketing areas increased,with the latter showing a trend of polarization.Therefore,on the one hand,based on the powerful guidance of government departments and the continuous improvement of relevant systems,the relative development and relative coordination of inter-provincial agricultural energy carbon emission reduction should be promoted;on the oth-er hand,on the basis of necessary experience accumulation and inter-provincial exchanges,each province should explore new emission reduction paths according to local conditions.In addition,we should continue to improve the construction of rural infrastructure and strive to improve the level of agricultural social services,through which agricultural energy carbon emission reduction can be promoted.
