摘要
从省级及地市(区、县)级尺度研究创新创业人才发展环境评价及其优化路径,为推动区域经济高质量发展提供参考依据。以创新、协调、绿色、开放、共享的新发展理念为理论基础,构建包含5个二级指标、10个三级指标和30个四级指标的创新创业科技人才发展环境评价指标体系及其测度模型,以浙江省11个地区的90个区(县)为样本开展实证研究。结果表明:浙江省各地区创新创业科技人才发展环境质量水平呈现显著的金字塔形结构,总体处于较低水平,且各评价维度发展水平差距较大,并具有一定的空间聚集性,形成以杭州市为圆心的“较高—中等—较低”水平的圈层式分布状态;分维度看,绿色发展环境最好,创新发展环境和开放发展环境次之,协调发展环境和共享发展环境最差。根据浙江省面临高校与科研院所数量少且分布不均衡、房价相对过高、国际直接投资流入的创新创业效应不佳、公共基础设施建设不足等问题,提出既要从全省层面把握创新创业科技人才发展环境优化的推进路径,也应针对各市(区、县)的短板及其发展特色,重点从强调基础设施和优化人才结构等方面设计符合本地创新创业科技人才发展环境提升的对策建议。
This paper studies the environmental evaluation and optimization path of innovative and entrepreneurial talents from the provincial and prefecture-level(district, county) to provide reference for promoting the highquality development of regional economy. Based on the new development concepts of innovation, coordination,green, openness and sharing, it constructs the environmental evaluation index system and measurement model for the development of innovative and entrepreneurial scientific and technological talents including 5 second-level indicators,10 three-level indicators and 30 four-level indicators, carries out empirical study by taking 90 districts(counties) in 11districts in Zhejiang province as samples. The results show that: Zhejiang regional innovation entrepreneurial science and technology talent development environment quality level presents significant pyramid structure, overall at a low level, and the evaluation dimension development level gap is larger, and has a certain space aggregation, formed in the center of Hangzhou "high-medium-low" level of circle distribution state;while in dimensional view, the environment for green development is the best, followed by innovative and open development, and the environment for coordinated and shared development is the worst. According to the problems faced by Zhejiang such as the small number and unbalanced distribution of universities and research institutes, relatively high housing prices, poor innovation and entrepreneurship effect of international direct investment inflow, and insufficient public infrastructure construction,it proposes that Zhejiang should not only grasp the promotion path optimizing the development environment of innovation and entrepreneurship science and technology talents from the provincial level, but also should design strategies to improve the development environment for innovative and entrepreneurial talents focusing on emphasizing the infrastructure and optimizing the talent structure in view of the shortcomings and development characteristics of the cities, districts and counties.
