摘要
专项治理具有非常规化、非制度化和非专业化特点,常常被认为不适应国家治理现代化的要求。然而,不同治理情境下专项治理的实践逻辑和治理技术可能有所不同。以校外培训机构专项治理行动的案例研究,探讨了弱治理情境下专项治理的实践逻辑和治理技术,分析了其融入现代化的可能路径。研究发现,在弱治理情境下,专项治理仍然保留了一定的行政权威、官员意志和压制性程序,但更倾向于采取专家治理、制度治理和技术治理的策略,从而增加专项治理的现代化价值内涵,并可以通过人、技术和制度的多重维度融入现代化进程。
Special governance has the characteristics of non-conventional, non-institutional and non-specialization,and is generally considered to be incompatible with the requirements of the modernization of national governance. However, the practical logic and governance approaches of special governance vary in different situations. By taking special governance action for off-campus training as a case study, this paper discusses the practical logic and governance strategies of special governance under the weak governance situation, and analyzes the possible paths for its integration into modernization. Findings suggest that in the context of weak governance, special governance still retains a certain administrative authority, official motivations and constrictive procedures, but is more inclined to adopt expert governance, institutional governance, and technological governance strategies, thereby increasing the modern value implication of special governance, as well as integrating it into the modernization process through multiple dimensions of people, technology and institutions.
