摘要
从马克思主义城市化思想出发,通过梳理中国特色新型城镇化道路的发展演变,阐明中国特色新型城镇化高质量发展的理论基础和必然性,进一步总结中国特色新型城镇化高质量发展的实践进展,并分析当前中国特色新型城镇化高质量发展面临的实践难题。最后,基于新发展理念视角提出今后一段时期中国特色新型城镇化高质量发展的实践路径:以改革创新、多元开放、集约协调、绿色发展、公平共享为实践内核,注重提高农业转移人口市民化质量、提升新型城镇化资金保障能力、优化城镇化规模及空间布局、加强国土空间规划与管理、合理配置城乡生产要素及公共资源。
From the Marx’s thought on urbanization,this paper clarifies the theoretical basis and the inevitability of the high-quality development of the new urbanization with Chinese characteristics by sorting out the development and evolution path of the new urbanization with Chinese characteristics,and further summarizes the practical progress of the high-quality development of the new urbanization with Chinese characteristics. It also analyzes the current practical problems faced by the high-quality development of new urbanization with Chinese characteristics. Finally,a practice path based on the new development concept is proposed: taking reform and innovation,diversification and openness,intensive and coordination,green development,and fair sharing as the core of practice;paying attention to improving citizenization quality of migrant agricultural population;enhancing capital guarantee capability;optimizing the scale and spatial layout of urbanization;strengthening the planning and management of territorial space;reasonably allocating production factors and public resources between urban and rural areas.
