摘要
近年来,党中央国务院对大型央企的资金管理工作高度重视,要求从制度、管理、技术、教育等多方入手,综合施策,健全长效机制、完善信息系统、堵塞管理漏洞,努力建设符合时代要求的现代资金管理体系,持续提升资金保障能力、运作效益、安全水平。很多单位积极探索资金管理新模式,本文以国网甘肃省电力有限公司为例,探究其成立的资金集约管控中心对省公司营销财务管理运营体系的支撑作用,重点研究资金集约管控中心成立后,从收和支两个关键领域着手,与财务管控系统、营销业务系统、经法系统深度协同融合模式,实现“省级直收”和“资金直付”的首付款定制化发展方向,进而更好的实现资金管控优化提升、合同全流程管理与风险控制。
In recent years,the CPC Central Committee,the State Council and many large central enterprises attaches great importance to the management of funds,attention to the system,management,technology,education,Comprehensive implementation strategy,Improve longterm mechanism and information system,plug management loopholes.Strive to build management system of funds,excellently continue to improve our ability to guarantee funding,improve operational efficiency and enhance security.All provinces explored new modes of management of funds actively.in this paper,we take State Grid Gansu Electric Power Co.,LTD as an example,explore the supporting role of Intensive Funding Center to the Marketing financial management system,attention to collection and payment,collaborate with Financial control system、Marketing business system and The legal system.Realize"provincial direct collection"and"direct payment of capital".Attending to optimize and improve management of funds,management of contract and risk control excellently.
