摘要
市场化转型以来,我国职业教育经历了从"多元主体,条块分治"向"单一主体,条块统筹"管理格局的转变,呈现出产业、劳动和教育系统,中央和地方政府权责关系的变化。市场化转型和国企改革促使职业教育的管辖权从产业到教育系统过渡,产教关系逐渐淡化,央地政府的权责关系成为治理的主旋律,形成了科层制下"政府主导,地方负责"的管理体制。分税制改革后,教育项目制的政策动员和压力传导机制保障了职业教育的财政投入,但形成政策集权化和区域产教融合利益多元化的矛盾。在职业教育体系建设下,省级统筹成为区域产教融合发展的关键。现代职业教育治理体系的建设需完善区域多元利益相关者参与职业教育的管理和评价机制,重塑央地政府权责,加强地方政府的统筹协调,建构区域产教融合发展视角。
Since the market-oriented transformation,the management pattern of vocational education in China has transformed from"multiple subjects,separate governance"to"single subject,overall planning".This trend features the interweaving"line relationship"and"block relationship"between industry,labour and educationsystems,and the power and responsibility relationships between central and local governments.The market-oriented transformation and the reform of state-owned enterprises promote the transition of the jurisdiction of vocational education from the industrial system to the education system.With the gradually weakening tie between industry and education,the power and responsibility relationship between central and local governments has become the major theme concerning governance.The"government-led,local responsible"management system is formed in the bureaucratic system.The education project system of policy mobilization and pressure transmission ensures the financial input of vocational education.However,policy centralization dismisses local interest preferences to a certain extent.Thus,there emerges a contradiction between centralization of policy and diversification of interests in regional integration of industry and education.In building the vocational education system,the overall planning at the provincial level become the key to the integrated development of regional industry and education.Thus,it is pertinent that the modern vocational education governance system endeavors to improve management and evaluation of regional practices in vocational education that involve multiple stakeholders.Efforts are also needed to reshape the responsibility of central and local governments,strengthen the overall provincial planning of local governments,and construct the development perspective towards regional integration of industry and education.
