摘要
可再生能源产业发展面临财政补贴困境和保障性收购制度困境。在绿色能源革命背景下,要引入民间资本解决可再生能源技术研发和开发利用的资金需求问题,提升可再生能源在能源结构中的比例,落实可再生能源总量目标,最重要的是要调整固定电价制度,以可再生能源配额制度重构《可再生能源法》,在可再生能源配额制的基础上设计可再生能源绿色证书交易机制。可以通过对化石能源发电商、电网企业、大型能源消费企业课以强制性配额义务,对投资可再生能源的企业进行绿色证书管理,在市场机制下培育可再生能源发展的活力。
The development of renewable energy industry is facing the shortage of financial subsidy and the ineffectiveness of Guaranteed Acquisition System. Under the background of green energy revolution, we should introduce private capital to solve the problem of fund demand for research and development and utilization of renewable energy technology, increase the proportion of renewable energy in the energy structure, and implement the total target of renewable energy. The most important thing is to adjust the fixed electricity price system, reconstruct the Renewable Energy Law with the renewable energy quota system, and design the green certificate trading mechanism of renewable energy based on the renewable energy quota system. This paper proposes to implement green certificate management for renewable energy enterprises by establishing compulsory duty quotas for fossil energy power producers, power grid enterprises and large-scale power companies, and facilitate the utilization of renewable energy under market mechanism.
