摘要
我国课后服务政策的发展经历了需求导向的初创阶段、地方先行的发展阶段和政策统合的繁荣阶段,从而展现了从“管控”到“引导”的转型与深入,体现了政策导向下课后服务发展在行政职能、实施对象、服务内容、经费保障、人员推进等五个维度的嬗变与完善。课后服务不仅缓解了学校下午“三点半”的社会难题,而且还为学校外素质教育的践行、有效时间与空间的利用、公平性与普惠性原则的坚持、校内外联动模式的创建等一系列现实问题提出了破解路径。通过课后服务“引导”学生综合素养的提升,“引入”社会有效资源,“引领”学校、家庭、社区课后空间的共建,必将成为新时代教育面临的新课题。
The development of our country’s after-school service policy has gone through the initial stage of demand-oriented,the first stage of local development and the flourishing stage of policy integration.It is the transformation and deepening from“control”to“guidance”,which embodies the evolution logic of policy-guided after-school service development in five dimensions:administrative function,implementation object,service content,financial guarantee and personnel promotion.After-school service provision is not only a solution to the“three-and-a-half problem”of school issue,but also an effective time and space for quality education practice outside school education.Adhering to the principle of fairness and inclusiveness,promoting the mode of Inter-school and outer-school interaction,which offers the new focus and problem-solving solution of after-school service development.Through the provision of after-school services,“guide”the improvement of students’comprehensive literacy,“introduce”the use of social effective resources and forces,“lead”the co-construction of after-school space by school,family and community,which is the new topic of the new era education.
