摘要
瑞丽市边境地区每年非法入境的活牛达35万头以上,货值超过15亿元。为了解云南省瑞丽市边境地区肉牛流动现状,同时为优化管理政策措施提供参考,本文概述了边境肉牛走私流动的方式和主要路线,指出了当前肉牛走私行为认定难、非法入境肉牛判定难及动物防疫工作存在监管漏洞等问题,提示应认真落实动物强制免疫制度,加强边境肉牛流动管控,严格规范产地检疫及屠宰检疫,重视法律法规的宣贯工作,以期有效遏制不法商贩走私肉牛的违法行为。
In recent years,over 350 000 live cattle are illegally imported into the border areas of Ruili City in Yunnan Province every year,with a value of more than 1.5 billion yuan. In order to recognize the movement status of the beef cattle and to provide references for optimizing management policies and measures,in this article,the methods and main routes for smuggling beef cattle were summarized,and some problems arising therefrom were put forward, such as current difficulties to identify smuggling and to determine illegal cattle,and supervision loopholes that were found during control of animal diseases. Therefore,it was suggested that the illegal activities by illegal traders should be suppressed by means of implementing compulsory immunization system,strengthening control of cattle movement in border areas,standardizing the inspection and quarantine at the place of origin and slaughterhouses,as well as strengthening the publicity and implementation of related laws and regulations.
