云南省肉牛价值链分析

Analysis on Beef Cattle Value Chain in Yunnan Province

摘要 为评估云南省肉牛疫病发生和传播风险,使用价值链分析方法,调查了云南省肉牛养殖、交易、调运、屠宰等环节总体情况,分析了相关主体的疫病传播风险行为。结果显示;云南省肉牛养殖规模化水平较低;交易环节肉牛交易数量大、范围广,交易市场存在生物安全水平低,经纪人流动大,动物来源和去向复杂等情况;调运环节中基于经纪人的长距离跨区域调运数量大、频次高、继续饲养比例高;屠宰环节存在产能过剩等问题。各环节肉牛流通高度依赖经纪人,但经纪人存在到访场户多、入场不消毒和车辆不洗消等多种高风险行为。结果表明;经纪人是可能导致疫病发生并沿肉牛价值链快速传播扩散的主要风险主体,交易市场是疫病发生的高风险场所。建议强化全链条肉牛免疫接种,落实经纪人和车辆备案制度,规范交易市场车辆和环境洗消,强化从业人员疫病防控意识,提高全链条疫病防控和追溯能力。 In order to assess the risk of occurrence and spread of beef cattle diseases in Yunnan Province,the overall process related to beef cattle including breeding,trading,transportation,and slaughter in the province was investigated using a value chain analysis method,and all risky behaviors of related operators were analyzed.The results showed that beef cattle breeding was at a low scale;in the trading link,a large number of beef cattle was involved with a wide range,but the markets were with low biosafety level,frequent movement of brokers,complex sources and destinations of animals;in the transportation link,trans-regional transportation for a long distance that was based on brokers involved a large number of animals with high frequency as well as high proportion of secondary raising;and in the slaughter link,there were overcapacity and other shortages.Brokers were highly depended on in all the above processes,who had several high-risky behaviors such as visiting many farms/households,entering farms/households without any disinfection,and not cleaning vehicles,etc.In conclusion,brokers were the main risky operators that might lead to the occurrence of diseases and their spread along beef cattle value chain,while markets were the high-risk place for the diseases.Therefore,the capacity of disease prevention,control and tracing throughout the chain should be improved through enhancing vaccination throughout the chain,implementing the registration system of brokers and vehicles,regulating the cleaning and disinfection of vehicles and environment in markets and improving practitioners'awareness of disease prevention and control.
