摘要
[目的/意义]政府数据开放的目的在于利用,以创造出新的数据价值。应用政策文献计量方法分析我国的数据开放利用政策体系对于推进我国的数据治理、挖掘数据价值具有重要意义。[方法/过程]依据行政层级、政策外部结构特征、政策内部主题特征等构建的三维分析框架,探讨和研究了我国数据开放利用的政策体系。[结果/结论]发现各级政府较多强调效率主导的政策形式,其政策议题随行政层级的递减而更加聚焦,且具有经济现实性,政策主体之间合作较少,政策工具利用呈现出重供给型轻需求型的不均衡状态。需要各级政府权衡战略性和现实性,调整和巩固既有发展优势,加强PPP等需求型工具的合理应用。
Purpose/Significance]The purpose of government data opening is to create new data values.It is of great significance to analyze the data opening and utilization policy system in China to promote the data governance and mining of data value.[Method/Process]This paper discusses and studies the policy system of China's data opening and utilization according to the three dimensional analysis framework of administrative level,policy external structure characteristics and policy internal thematic features.[Result/Conclusion]All levels of government has more use of efficiency-lead policy form,its policy issues decrease with administrative level and become more focused,with economic reality;cooperation between the policy subjects is less,using of policy tools presents an imbalanced state which highlights supply policy tools and neglects demand policy tools.It is necessary for governments at all levels to weigh the strategy and reality,adjust and consolidate the existing development advantages,and strengthen the rational application of the demand tools such as PPP.
