摘要
设立数据治理机构是中国地方政府迎接数字时代的一项重要治理创新。本文对近年来先后成立的地方政府数据治理机构的发展现状进行了详细梳理,对其隶属关系、组建方式、职责界定等进行模式分析。现有机构较多为政府直属机构或政府部门管理机构,通常基于原有数据职责进行重组,主要关注于宏观战略规划和促进数字产业发展,对于统筹整合政府数据资源的重视则较为不足,同时由于隶属部门不同,机构在职责上也会表现出较为明显的差异。由此对今后数据治理机构的组建与发展提出政策建议。
The establishment of government data governance agency is an important governance innovation for Chinese local governments to cope with the digital age.This paper reviews the development status of data governance agencies of local government established in recent years,and'analyzes their patterns of subordination, formation and responsibility.Most of the existing ageneies of government data governance are directly affiliated to the government or administered by a department in the government.They are usually restructured based on the original data services,mainly focusing on macro strategic planning and promoting the development of the digital industry,but don't pay enough attention to integrating government data resources at the same time,and due to different subordinate departments,the agencies will also show obvious differences in its responsibilities.This paper provides policy recommendations for the formation and development of data governance agencies in the future.
