摘要
当前欧亚地区一体化的进程引起诸多争论,多数学者认为,欧亚一体化进程并不现实,但欧亚经济联盟等地区组织的崛起及功能性合作的深入开展,使欧亚一体化的发展并非形式主义,欧亚各国在推动一体化合作方面虽然各有想法却并不反对。2014年在欧亚大陆出现的两场危机,改变了欧亚经济联盟的发展轨迹。乌克兰政治危机不仅让欧亚经济联盟的主导国俄罗斯遭遇西方强烈的敌对和经济制裁,也让欧亚各国认识到加速欧亚一体化一体化的风险。俄经济危机造成的影响也有可能扩散到欧亚各国,反过来加速"危机驱动一体化"。但欧亚地区一体化并不因为两场危机而加速或者减缓发展速度。欧亚经济联盟在一些领域还会继续保持一些功能合作,但在其他领域的合作则又变成形式化和仪式性。由于未来发展的不确定因素较多,欧亚地区一体化的发展前景并不明朗,欧亚经济联盟的未来也是相当不确定的。
Currently, Eurasian regionalism seems to be gaining attention in the scientific literature. Most scholars hold that the Eurasian integration is not realistic. Nevertheless, the rise of regional organizations, such as the Eurasian Economic Union (EEU), and the further functional cooperation makes it no more formalism. Eurasian states support integration and cooperation different views. Two crises on Eurasian continent in 2014 have changed the development of the EEU. The Ukrainian political crisis not only exposed Russia, which dominates the EEU, against Western strong opposition and economic sanction, but also led Eurasian countries to realize risks of integration with Russia. The impacts of Russian economic crisis may spread to all other states within Eurasia, which in turn will accelerate "integration driven by crisis". Nevertheless, the integration of Eurasia will not accelerate or slow down due to these two crises. The EEU will continue maintaining some functional cooperation in some fields, while cooperation in others will become ritual. Due to high uncertainty of future development, the prospect of the integration of Eurasia is not clear. The future of the EEU is quite uncertain as well.
