摘要
欧亚经济联盟取得了一定的成就,也面临诸多挑战。基于区域一体化理论,可以将欧亚经济联盟区分为经济一体化、制度一体化和身份一体化三个维度,以深入、系统地探析该组织。经济一体化维度,欧亚经济联盟处于关税同盟和共同市场之间,进一步深化面临不少困难;制度一体化维度,欧亚经济联盟在国家和超国家之间徘徊,本质上仍然采取协商决策模式,缺乏制度创新;身份一体化维度,成员国对于欧亚主义有不同观点,关注地缘政治和地缘经济目标,撕裂了身份建构,难以实现行为体性。由于欧亚经济联盟在区域一体化的三个维度之间,尚未形成良性互动,对其未来发展有较大影响。
The Eurasian Economic Union has made some achievements in spite of many challenges. Based on the regional integration theory, the Eurasian Economic Union could be observed in three lens, respectively economic integration, institutional integration and identity integration, through which it could be explored thoroughly and systematically. As to its economic integration, the EAEU is between a customs union and a common market. It will face quite a few difficulties when being further deepened. As far as its institutional integration is concerned, the EAEU is hovering between a country and a supranational country, still in essence adopting a consultative decision-making mode and lacking institutional innovation. In terms of its identity integration, members have different views on Eurasianism, paying attention to geopolitical and geo-economic objectives. As a result, its identity has been torn apart and it is difficult to achieve its subjectivity. The three dimensions of the EAEU haven’t yet formed a benign interaction, which will have bad impacts on the EAEU’s future development.
