摘要
欧亚大陆边界地区目前正趋向稳定与繁荣,环欧亚大陆海域的局势则日趋紧张和不稳定。如何应对潜在冲突,以避免该区域相关方卷入军事冲突?笔者提出"大欧亚"的概念和构想,这将为大陆和海洋地区的稳定与繁荣注入动力。同时,建立一个新机构以应对未来欧亚地区的危机也很关键。如何在发挥上合组织现有优势的同时,突破机制和认知上的障碍,将欧亚国家更紧密地联系在一起,也是当今国际秩序的重要内容。
The border regions of Eurasia are currently trending toward stability and prosperity,while the Eurasia-rim sea areas are becoming increasingly tense and unstable.How to deal with potential conflicts and prevent interested parties in the areas from involving in military clashes? The author proposed the concept and idea of 'Greater Eurasia',which will give an impetus to the stability and prosperity of both continental and marine areas.At the same time,it is also crucial to establish a new agency to respond to future crises in the Eurasian region.An important component of the current international order is on how to overcome the obstacles hindering the mechanism for and people's understanding of this issue and bring European and Asian countries more closely together while letting the Shanghai Co-operation Organization play to its existing strengths.
