摘要
土地整治是促进生态文明建设、统筹城乡发展的重要政策工具,对于促进上海市转型发展具有重要意义。本文立足于上海市土地利用现状、特点及问题,提出上海市土地整治战略:要"以综合型土地整治推进上海转型发展"的战略导向,努力达到增加耕地数量、提高土地集约利用水平、改善生态状况和优化空间形态的战略目标,把握规范推进多功能农地整治、合理有序推进滩涂圈围开发、稳妥推进农村居民点整治、积极开展集中建设区外工业用地渐进性整治和创新性探索价值提升型市地整治五大战略方向。土地整治战略的实施需从重视规划引领、加强部门协调、制定差别化政策、拓宽资金渠道等方面强化保障。
Land consolidation has proven an effective policy tool for promoting ecological protection,and urban and rural development,and should be important for supporting land use change in Shanghai.Based on the characteristics and possible problems of land use,this paper argues that the land consolidation strategy in Shanghai should insist on an integrated approach to help transform the city.The strategic objectives are to increase the amount of arable land,to raise the degree of land-intensive utilization,to improve ecological conditions,and to optimize the spatial arrangement of land use.Strategic directions include developing farmland consolidation for multifunction activities,exploiting mudflats in an orderly and reasonable manner,steadily advancing rural residential consolidation,actively conducting industrial land consolidation outside the central constructed area,and exploring models of urban land consolidation creatively to raise land value.The safeguards for the land consolidation strategy contain an emphasis on the leading role of planning,strengthening coordination among different departments,developing differentiated policy,and broadening funding channels.
