2013~2017年耕地变化与土地整治补充耕地效果分析——以全国和陕西省为例 被引量:2

Analysis on the cultivated land change in 2013~2017 years and the effect of land remediation to supplement cultivated land——Take the whole nation and Shaanxi Province as examples

摘要 本文基于土地资源调查数据,深入分析了2013~2017年五年间全国和陕西省耕地变化情况,并对通过土地整治手段补充耕地的实施效果进行了评估。结果表明:陕西省在2013~2017年间的园地和林地资源较有优势,分别占全国五年平均水平的5.75%和4.42%,而耕地的保有量基本与全国平均水平持平,占2.95%。全国和陕西省的耕地资源现状不容乐观,下降趋势明显,增长缓慢。全国耕地从2015~2017年连续3年降低,分别下降0.079%、0.043%和0.058%,陕西省耕地在2016年和2017年的下降量高于全国,分别为全国的3.27倍和2.87倍。但陕西省通过延安治沟造地等土地整治工程项目补充耕地效果明显,2013~2016年全省通过土地复垦、土地整理及土地开发项目平均补充耕地占本省耕地总面积的0.31%,占全国同类项目补充耕地面积的5.44%。根据以上结果,提出了向"土地存量"要"发展增量",及新增耕地项目建设质量提升的建议。 Based on the data of land resources survey,this paper analyzed the changes of cultivated land in China and Shaanxi Province in the past five years from 2013 to 2017,and evaluated the implementation effect of supplement cultivated land by land remediation.The results showed that the landscape and forestland resources of Shaanxi Province in 2013~2017 were more advantageous,accounting for 5.75%and 4.42%of the national five-year average respectively,while the cultivated land holdings were basically the same as the national average,accounting for 2.95%.The current situation of cultivated land resources in the whole country and Shaanxi Province was not optimistic,the downward trend was obvious,and the growth was slow.The country’s cultivated land decreased for three consecutive years from 2015 to 2017,down by 0.079%,0.043%and 0.058%respectively.The decline of cultivated land in Shaanxi Province in 2016 and 2017 was higher than that of the whole country,which were 3.27 times and 2.87 times respectively.However,Shaanxi Province has achieved obvious effects in replenishing cultivated land through land improvement projects such as newly-increased cultivated land through gully land consolidation in Yan’an City.In 2013~2016,the average cultivated land through land reclamation,land consolidation and land development projects accounted for 0.31%of the total cultivated land in Shaanxi Province,accounted for 5.44%of supplemented the cultivated land area in the same type of projects.Based on the above results,these suggestions of the"development increase"to"land stocks"and increased quality of new cultivated land project construction were proposed.
