摘要
满足残疾人的迫切需求,理应由社会各方力量共同承担。残联在与残疾人保持血肉联系和提供具体服务方面存在一定的局限,需要社会组织的必要参与。公民社会理论解释了社会组织对规范残疾人行为、架设冲突缓冲地带的不可替代性作用。为了解残疾人社会组织的现状与需求,更好地扶持其发展,我们凭借"同人论坛"开展了一次"残疾人公益机构调查"。基于问卷调查的信息反馈,发现目前残疾人社会组织监管亟待加强、资金面临挑战、能力建设存在困难。文章最后提出了成立残疾人社会组织联盟、鼓励受众深度参与联盟、发挥媒体舆论导向、鼓励专家学者积极探索、明确残联主导角色等多方协作机制以供参考。
The responsibihty of answer the urgent needs of disabled person should have shared by every social force. The CDPF has certain limitations to maintain close ties with disabled persons and to provide specific ser- vices, which is in need of necessary participation of social organizations. The civil society theory explained social organizations＇ irreplaceable role in regulating disabled persons＇ conduct and to erect a buffer zone for conflict. In order to understand the status and needs of social organizations of disabled persons, and give them better sup- port and development, we made a survey of commonweal organizations for disabled person rely on the ＂Ton- gren Forum＂. Based on the feedback of questionnaire, we found that the supervision of social organizations of disabled persons should be strengthened, there existed funding challenges and capacity-building difficulty. In the last, this paper proposed a multi-side collaboration mechanism for reference, such as to establish the alliance for social organizations of disabled persons, to encourage people deeply involved in the alliance, to play the media guidance of public opinion, to encourage experts and scholars make an actively exploration, to crystallize the leadin~ role of CDPF, and so on.
