摘要
本文从基本状况、需要借鉴的经验和发展方向等方面研究了北京市残疾人基本公共服务体系建设问题。研究认为,北京市残疾人基本公共服务体系建设在工作理念、政策体系和实施效果方面取得了重要成果,并在服务环境、服务运行、服务推动上形成了特点。北京市要注意学习兄弟省市重视理论指导、引入并转化先进理念、吸引民间助残服务资源和发展残疾人社会组织等经验。在已有基础上,继续强化北京特色、澄清服务理念、提升服务质量、密切基本公共服务与专项基本公共服务的关系、实现服务体系建设的产业化、质量化、标准化。
This paper illustrated the fundamental conditions,referential experience and developing trend in building basic public service system for the disabled in Beijing.Significant achievements have been gained in its working philosophy,policy system and implementation effects.Several significant characteristics have been formed in service environment,mechanism and development.It is important for Beijing to learn advanced experience from other provinces and cities such as taking theory instruction seriously,adopting advanced ideas,attracting nongovernmental service resource for the disabled and supporting social organizations.Then it put forward five suggestions,which are to strengthen features of Beijing in building the basic public service system for the disabled,clarify the working philosophy,improve the service quality, enhance the relations between basic public service system and special basic public service system,and make the system industrialized,high-quality and standardized.
