摘要
近年来,中国食品安全事件频发,高频率的食品安全事故折射出国家地方政府监管食品安全制度的不足。政府是食品安全的第一责任人,其相关权力行为直接影响着食品安全。以美国食品安全法出台为背景,以检验检疫部门为例,探讨了出口食品监管中宏观管理和自身职能两个核心因素对食品安全的影响,提出了监管部门要增强宏观管理意识、强化自身职能、推动产业持续发展的相关措施。
In recent years, China's food safety accidents occurred frequently. High frequency of food safety accidents reflectedthe shortage of local government's supervision of food safety system. The government should be the first organization in charge of food safety and its actions could affect the food safety directly. Based on the " Food Safety Modernization Act" of the United States and taking the inspection and quarantine department as an example, the author discussed the effect of two core factors of food exports on food safety. Measures such as enhancing macro management consciousness, strengthening self-functions and promoting sustainable development of industries were proposed.
