摘要
土地整理对国家耕地保护目标的实现起着非常重要的作用,是保障和促进科学发展的客观需要。实践证明,土地整理显著提高了农民收入,促进了土地节约集约利用和生态文明建设。在耕地资源日趋紧缺的新形势下,要充分发挥土地整理的资源保障作用,有必要加强土地整理专门机构和队伍建设,完善土地整理投入机制,健全土地整理管理机制。
Land consolidation as a demand to promote the scientific development plays an important role to protect farmlands. The practice demonstrates that peasants have a big increase in income through land consolidation and that lands have been extensively utilized. As plowland resources become short, it is necessary to enhance the guarantee of land consolidation, to establish a professional organization to manage land consolidation, to optimize the investment mechanism and management.
