经济全球化背景下的劳工运动:现象、问题与理论 被引量:57

Labor Movement under Economic Globalization:Issues,Questions and Theories

摘要 20世纪70年代以来的经济全球化对劳动过程、劳动体制、劳工权益以及劳工运动都产生了巨大的冲击。血汗工厂的重现集中体现了全球劳工面临的苦境。90年代以来的“反血汗工厂公司行为守则运动”作为关注劳工问题的新社会运动,代表着全球化背景下劳工维权和劳工赋权的第三条道路。本文将以过去10多年该运动在美国的发展过程为分析对象,探讨以下三个问题。首先,借助卡尔·波拉尼(KarlPolanyi)关于“市场—社会”间“双向运动”的理论透镜,对“反血汗工厂公司行为守则运动”中多元化的行动者及其行动进行分析;其次,结合相关的社会运动和劳工运动理论,剖析该运动不同于传统劳工运动的特质;最后,以推进具有社会运动理论视角的劳工研究为出发点,围绕该运动对于劳工维权和劳工赋权的影响力和局限性,提出未来研究面临的现实和理论问题。 Economic globalization since the 1970s has wide_ranging impacts on labor process,labor regime,labor rights and labor movement.The recurrence of sweatshops looms large the plights and challenges encountered by global labor.As a form of “new social movement” focusing on global labor practices issue,anti_sweatshop or corporate codes of conduct movement rising in the 1990s has been recognized as the third way to labor rights protection and labor empowerment.Focusing on the development process of the U.S._based anti_sweatshop over the past decade,this paper examines the following three questions.Firstly,it begins with an analysis of the diversified actors and their agents in the movement through an analytical lens of Karl Polanyi's “double movement” theory.Secondly,basing on an analytical framework drew from existing theories on social movement and labor movement,it examines features of the newly emerged anti_sweatshop movement which distinguish it from traditional labor movement.Finally,to initiate more labor studies with social movement perspectives,the paper raise some empirical and theoretical questions deserving future exploration,especially those concerning the promises and limits of anti_sweatshop movement as vehicle to protect and empower labor under globalization.
