摘要
在贫困地区,农村小学处于欲罢不能、欲办还休的两难境地,办学成本高昂。高中招生市场上则出现境遇两重天的局面,少数重点学校对优秀教育资源形成垄断之势,结果以一校之兴换来的却是一县教育之衰。教育收费水平远远超出了农户的支付能力,农户对现有教育投资成本形成高水平预期,因而降低了教育投资的热情。"以县为主"的教育投资体制不适合贫困县的实际情况,在县级财政能力严重不足而向上级政府寻求转移支付的渠道又不宽敞的现实条件下,降低教育这种公共品的质量或者增加农民教育负担就势成必然了。
The rural primary schools in poor regions are in the dilemma situation that want to stop but cannot and want to run also rest for the high cost of running school. While the education market of high school is in completely different situations. Minority key schools monopolize the excellent education resources, as a result, one prosperous school make the education of whole province decline. The high level educational charge is far above the farmer＇s payment capacity. So the farmers have high anticipation for the educational invest cost, so as to reduce the investment warm. The education investment system of “focus on province”is not suitable for the actual situation of poor provinces. According to the actual situation that finance capacity of the province is seriously insufficient and the channel of finding transfer payment from upper - level governments is also narrow, it is necessary to decrease the quality of education, the public object, or increase the presents＇ burden.
