摘要
农村义务教育发展困难的根本原因是经费短缺 ,那么谁应该为农村义务教育买单呢 ?首先应该明确义务教育筹资中各级政府的权利和义务 ,才能建立一个稳定规范的投入保障机制。通过统计数据分析地方投入的能力以及中央投入的力度 ,依据公平的原则 。
The largest difficulty in Rural Compulsory Education is short of money. “Who Should Foot a Bill for the Rural Compulsory Education?” this is a question. The paper try to distinguish the right and obligation of the Rural Compulsory Education, then it discuss the feasibility of establishing a stable and rational contributive system. Furthermore, it analyze the financial capacity among governments. In conclusion, the paper figure that the central government should establish a fair contributive system and offer a rational transfer payment to regional governments.
