摘要 针对流域梯级水电站联合调节产生的发电补偿效益的合理分摊对流域开发和梯级电站联合运行具有重要影响,在分析现有各种分摊方法的基础上,提出了补偿效益分摊的群体一致协调规划法。首先从个体出发构建以单个电站分摊比例最大为目标的线性规划模型,得到个体偏好权重向量;再以个体偏好权重向量的夹角余弦和最大为原则给出求解各分摊原则群体权重的方法;最后通过协调规划分摊模型确定各电站的分摊比例。以我国某流域梯级电站为例进行补偿效益分摊计算,结果表明群体一致协调规划法用于流域梯级补偿效益分摊公平、公正,且易于被各方接受。 Reasonable allocation of power generation compensation benefits which comes from combined operation of cascade hydropower stations affects the development and operation of river hydropower stations greatly.A group consistency coordinated programming method is proposed based on the analysis of existing allocation methods.Firstly,individual preference weight vector of every plant is obtained by solving linear programming model whose goal is maximum single plant apportionment ratio.Secondly,a method is given on the principle of maximizing group consistency to determine the weight of sharing principles.Finally,the actual proportion of each station is fixed by coordinated programming model.A cascade hydropower stations in China is given as an example to realize the allocation of compensation benefits.Results show that the proposed method is reasonable and can be accepted more easily.
