摘要
文化安全是国家整体安全的重要屏障,构筑文化安全法治防线成为当下文化工作的重要使命和主要内容。作为文化防线的前提,需以对立统一、变化发展的眼光看待文化安全之内涵与基本关系,方能审慎划定文化安全底线。中国话语体系的构建和文化自信的培育是内防分裂、外防渗透两个重要方略。从宏观的政策走向来看,党的十八大以来围绕国家文化安全所作出的战略部署从管控为主、积极防御转化为强基固本和主动出击。总体国家安全观的站位,以人民为中心的方针,立足传统建立自信的目标,以及中国特色国际话语体系建设,是未来文化安全的基本战略立场。
As cultural security is an important barrier to overall national security,building a line of defense for cultural security under the rule of law has become an important mission and a major component of cultural work today.As a prerequisite for cultural defense,the connotations and basic relationships of cultural security need to be viewed in the light of the unity of opposites and change and development in order to carefully delineate the bottom line of cultural security.The construction of a Chinese discourse system and the cultivation of cultural confidence are two important strategies to prevent internal division and external infiltration.In terms of macro policy directions,the strategic deployment of national cultural security since the 18th National Congress has shifted from control-oriented and passive defense to strengthening the foundations and taking the initiative.The overall national security concept,the peoplecentered approach,the goal of building confidence based on tradition,and the construction of an international discourse system with Chinese characteristics are the basic strategic stance for future cultural security.
