摘要
长期以来,我国食品安全风险交流被简单地等同于食品安全信息发布和食品安全风险警示。食品安全风险交流制度结构设置不合理,导致风险交流机构处于食品安全管理机构顺位末端。风险交流过程中交流主体不明确、交流内容不确定等问题有碍风险交流;交流不畅使公众无法及时准确获得风险信息,进而容易引发社会恐慌。针对上述问题,灵活运用不同方法,对不同阶段的多类型风险交流问题提出解决措施,以期全面发挥食品安全风险交流制度提高公众知情度和促进决策的功能。
For a long time, China’s food safetyrisk exchange has been simply equated with food safety information release andfood safety risk warning. The unreasonable distribution of the institutionalstructure of food safety risk communication leads to the fact that riskcommunication is at the end of the sequence and has become a neglected andomitted step. Problems such as unclear subject and uncertain content in theprocess of risk communication hinder the completion of risk communication. Poorrisk communication makes it impossible for the public to obtain accurate riskinformation in a timely manner, thus causing social panic. In view of the aboveproblems, different communication modes can be flexibly used to proposesolutions to different types of problems, so as to effectively improve China’sfood safety risk communication system and give play to its functions ofimproving public awareness and promoting decision-making.
