摘要
本文在梳理矿产资源节约与综合利用内涵基础上,克服统计数据口径多元、来源受限等困难,客观分析了我国矿产资源节约与综合利用现状,从政策法规、重大行动、标准规范三个维度研判了我国矿产资源节约与综合利用管理情况。在提出我国矿产资源节约与综合利用存在社会认知度有待提高,制度供给不足,监管难度大,部分矿山企业对政策缺乏预期,国家、地方、企业、社会追求的目标不一致等问题基础上,从强化矿业权用益物权属性、加强矿产资源政策的稳定性和持续性、加大科技创新及健全监督管理机制等方面提出完善我国矿产资源节约与综合利用管理机制的建议。
Based on the analysis and summury of the concept of comprehensive utilization of mineral resources,this paper described the presence of the comprehensive utilization of mineral resources upon the limited datas,as well as the management policies and the major actions in China. Then the paper put forward some suggestions.
