“沉着应对”≠“自废武功”——美国国家导弹防御计划与中国应有的对策被引量：1

摘要近几年来 ,在应对美国国家导弹防御计划问题上 ,国内学术界出现了两种截然不同的政策建议 ,即“对称性战略”和“非对称性战略”。前者主张针对美国国家导弹防御计划 ,中国应加速建立起可靠的二次打击力量 ,以力争在短期内对美国能形成有效的核威慑 ;而后者则认为在适度改善和增加自己战略核武器的质量及数量的同时 ,中国应坚持改革开放以来的战略方针 ,坚决避免同美国进行任何有针对性的军备竞赛。本文认为 :“对称性战略”虽看似有很强的合理性 ,但事实上 ,这一战略完全是建立在有关“安全两难”的生成机理及结构现实主义理论的错误认识的基础上 ,因而在理论上难以成立 ;不仅如此 ,“对称性战略”的种种内在缺陷同时也决定了 :若将其真正付诸实行 ,必将给中国在政治上和军事上造成极其严重的后果。有鉴于此 ,本文认为 ,在如何应对美国国家导弹防御计划问题上 ,中国目前面临的唯一明智的选择应该是一种“非对称性战略” ,而要采取这样一种对策并同时相信其合理性。
