摘要
中国对外直接投资目前呈现良好的发展态势,国内工业如何借力国际投资所创造的外部优势实现绿色创新发展具有重要的研究价值。文章从比较劣势产业转移、低端生产环节锁定、逆向绿色技术溢出和国内市场竞争增强四个渠道阐述了对外直接投资影响母国工业绿色创新的理论机制。在此基础上,运用纳入非期望产出的DEA-SBM模型测算了资源环境约束下中国工业企业的两阶段绿色创新效率,并通过空间计量模型进行实证检验。结果表明:对外直接投资显著提高了技术研发阶段的工业绿色创新效率,但对成果转化阶段的效率提升尚不明显。进一步研究发现,对外直接投资与国内工业绿色创新效率之间存在"倒U型"关系。同时,区域绿色技术创新基础良好的地区更有利于对外直接投资积极作用的发挥。
At present,China’s outward foreign direct investment has shown a good trend of development. It is of great value to study how the domestic industry realizes the green innovation development by virtue of the external advantages created by the international investment. In this paper,the theoretical mechanism of the impact of OFDI on industrial green innovation in home country is summarized through four channels: the transfer of comparative disadvantaged industries,the lock of low-end production links,the reverse spillover of green technology and the enhancement of domestic market competition. On this basis,the DEA-SBM model is used to calculate the green innovation efficiency of Chinese industrial enterprises under the constraints of resource and environment,and the empirical test is carried out by the spatial econometric model. The results show that OFDI significantly improves the efficiency of industrial green innovation at the stage of technology research and development,while the efficiency of the transformation stage cannot be increased. Further analysis shows that there is an inverted U relationship between OFDI and the green innovation efficiency in domestic industry,and the level of regional green innovation efficiency also restricts the influence of OFDI.
