摘要
为全面衡量“四好农村路”的发展总体水平,精准把握各地区“四好农村路”发展的相对薄弱环节,基于“建好、管好、护好、运营好”的发展理念,考虑农村物流服务、信息化应用、客货邮融合等发展新特征,构建了我国“四好农村路”发展水平评价指标体系,运用Critic赋权法和算术加权合成法设计了相应的评价方法,并对我国31个省(自治区、直辖市)“四好农村路”发展水平开展了实证研究。权重分析结果表明,农村公路中二级及以上公路占比、30户及以上自然村通畅率、农村公路四五类桥梁占比、农村公路优良路率以及农村公路养护投资额占地方一般公共预算支出比例是较为重要的评价指标。评价分析结果显示:①“四好农村路”评价结果与农村居民人均可支配收入呈正相关,可用于反映农村地区经济发展水平;②我国各区域“四好农村路”呈现不均衡发展特性,东部地区的“四好农村路”发展水平最高,而东北及中西部地区显著低于东部地区;③我国长三角地区的上海、浙江、江苏“四好农村路”总体发展水平处于全国领先地位。
To comprehensively measure the overall development level of High-Quality Rural Roads and accurately grasp the relatively weak links in the development of High-Quality Rural Roads in various regions of China,based on the development concept of"building well,managing well,protecting well,and operating well",considering new development characteristics such as rural logistics services,the application of information technology,and the integration of passenger,freight,and postal services,an evaluation index system to assess the development level of High-Quality Rural Roads in China was constructed.A corresponding evaluation method was designed using Critic Weighting Method and Arithmetic Weighted Synthesis Method,and empirical analysis was conducted on the development level of High-Quality Rural Roads in 31 provinces(autonomous regions,municipalities directly under the central government)in China.The weight analysis results show that critical indicators include the rate of classⅡand above rural roads,the rate of natural villages with hard-packed roads for households of 30 or more,the rate of dangerous bridges on rural roads,the rate of good and excellent grade rural roads,and the rate of investment in rural road maintenance relative to the local general public budget expenditure.The evaluation analysis results show that:①the evaluation results of High-Quality Rural Roads are positively correlated with the per capita disposable income of rural residents,which can be used to reflect the development level of regional rural economy;②the High-Quality Rural Roads in various regions of China show uneven development characteristics,with the eastern region exhibiting the highest development levels,while the northeastern,central and western regions lag significantly behind;③Shanghai,Zhejiang,and Jiangsu in the Yangtze River Delta region demonstrate leading positions in the overall development of High-Quality Rural Roads within China.
