摘要
农业保险高质量发展为农业发展提供风险保障,对实现农业高质量发展具有重要意义。本文通过分析2010—2022年中国30个省份(不包括西藏自治区、港澳台地区)的面板数据,构建了一套农业保险高质量发展水平评价指标体系。本研究采用了熵权TOPSIS法,从静态和动态两个角度全面评估了各省份农业保险高质量发展的综合表现及其排名情况。结果表明:我国农业保险的高质量发展水平受到市场运行效率、保障水平、可持续发展能力三个主要因素的综合影响。整体来看,近年来我国农业保险呈现出稳中向好的发展态势,但部分因素表现出较低的稳定性和较高的波动性。为加快推进我国农业保险高质量发展,更好地服务我国“三农”工作,需结合各地的比较优势与发展短板,因地制宜实施差异化的农业保险促进政策,协同推进提高农业保险市场运行效率、保障水平和可持续发展能力等多方面工作。
The high-quality development of agricultural insurance provides risk protection for agricultural development and is of great significance to realize the high-quality development of agriculture.Based on the panel data analysis of 30 provinces in China(excluding Xizang Autonomous Region,Hong Kong,Macao and Taiwan)from 2010 to 2022,this study constructed a set of agricultural insurance high-quality development evaluation index system.The entropy weight TOPSIS method was adopted to evaluate the comprehensive performance and rank of agricultural insurance in each province from both static and dynamic perspectives.The results show that the high-quality development level of agricultural insurance in China is influenced by three main factors:market operation efficiency,guarantee level and sustainable development ability.On the whole,China’s agricultural insurance has shown a steady and good development trend in recent years,but some factors show low stability and high volatility.In order to accelerate the high-quality development of agricultural insurance in China and better serve the work of“agriculture,rural areas and farmers”in China,it is necessary to implement differentiated agricultural insurance promotion policies according to local conditions in combination with the comparative advantages and development weaknesses of various regions,and jointly promote the improvement of the operational efficiency,guarantee level and sustainable development ability of the agricultural insurance market.
