基于博弈理论的国有公益林管护补贴标准研究 被引量:4

Research on the standards of state-owned public welfare forest management and protection subsidy based on game theory

摘要 文中界定了公益林管护中的主要参与者-中央政府、地方政府和国有林场,运用动态博弈模型求解了三方不同态势下的博弈均衡解,并解释了三方参与者的博弈行为。从博弈结果来看:(1)中央政府可利用的生态价值是补贴标准的关键影响因素;(2)地方政府更趋向于利用中央政府补贴维系国有林场的基本建设;(3)国有林场充分利用二级公益林拓展三产维持林场自身发展和建设,并切实做好一级公益林的管护工作。最后,文中以河北省官厅水库国有林场为例,综合利用博弈方程均衡解和生态价值核算评估,认为当前8元/亩的的公益林管护补贴偏低,即使以5%的'中央-地方'拦蓄降水价值配比计算,该林场仍有10多元的管护补贴缺口。 The main players in the public welfare forest management and protection was defined,include central government,local government and state-owned forest farms.The dynamic game model was used to solve the game equilibrium solution under the different situations of the three parties,and the game behaviors of the three parties were explained.Results showed:(1)The ecological value available to the central government is the key factor influencing the subsidy standards.(2)Local governments tend to use central government subsidies to maintain the basic construction of state-owned forest farms.(3)The state-owned forest farms should fully use the second-level public welfare forest to expand the third productions to maintain the development and construction of the forest farm itself,and earnestly do a good job in the management and protection of the first-class public welfare forest.Finally,we took the state-owned forest farm of Guanting Reservoir in Hebei Province as an example,comprehensively used the equilibrium equation of the game equation and the ecological value accounting evaluation to obtained the results.It concluded that the current public welfare forest management subsidy of 8 Yuan/mu is obviously low,even if the subsidy was calculated according to the 5%of the value of accumulated precipitation(the ratio of'central to local'),the forest farm should have a management subsidy gap of more than 10 Yuan.
