摘要
数字经济是人类社会发展到一定阶段而产生的一种新经济形态,能够为发展新质生产力提供强大动能。作为发展新质生产力的核心引擎,数字经济提供了丰富的数据信息、先进的数字技术以及强大的数字产业支撑。发展新质生产力则是数字经济的必然走向,为数字经济指明了战略指向。新质生产力的发展要求数字经济在质量和数量上双重跃升,要求数字经济与实体经济深度融合。为了发挥数字经济对新质生产力的赋能作用,应不断推进科技创新应用,加快数字人才培养,并聚焦产业转型升级,从而为发展新质生产力提供坚实的数字支撑。
With the rapid progress of science and technology and the continuous change of social structure,the digital economy has emerged as an emerging economic form.The digital economy takes data as its key production factor,and the uniqueness of this factor lies in its potential for unlimited reproduction,rapid dissemination and deep excavation,thus completely subverting the limitations and restrictions of traditional production factors.The modern information network has become an important carrier for the operation of the digital economy,and its wide coverage and high-speed data transmission capability enable the free flow of data on a global scale,greatly expanding the spatial and temporal boundaries of economic activities.The wide application of digital technology constitutes a distinctive feature of the digital economy,which not only reshapes the traditional production process and business model,but also gives rise to new economic forms such as the sharing economy and the odd-job economy.With the help of advanced network technology platform,the digital economy can efficiently realize the instant transmission of information and precise allocation of resources,effectively reduce the transaction costs and information asymmetry,and significantly improve the overall efficiency and effectiveness of economic operation.There exists a close and complex dialectical relationship between the digital economy and new quality productivity.Both in a high degree of interactive coupling process of mutual promotion,synergistic evolution.The digital economy with breakthrough and innovative digital technology reshapes the traditional mode of social production with its in-depth penetration,triggering the regrouping and optimization of productivity factors,and then greatly promotes the innovative development of social productivity and transformative breakthroughs.In this process,the digital economy has undoubtedly become the core driving force for the development of new quality productivity.Specifically,as the core resources of the digital economy,data elements provide a wealth of diversified and real-time update of the information material for the new quality of productivity,a solid material base for innovative activities;digital technology with its strong innovative driving force,builds a highly efficient power engine for the new quality of productivity,accelerating scientific and technological achievements to the reality of the transformation of the productive forces of the process;digital industry as a digital economy based on the entity,lays a solid foundation for the new quality of productivity.The digital economy is the core driving force for the new quality of productivity.The digital industry,as the physical backing of the digital economy,has laid a solid industrial support structure for the new quality productivity and promoted the extension and expansion of the industrial chain.Promoting the continuous progress of new productivity constitutes the core strategic goal and value orientation of the development of digital economy.The development process of the new quality of productive forces has made a clear strategic path and direction guide for the digital economy,requiring the digital economy to realize a double leap and breakthrough in the two dimensions of quality improvement and quantity expansion.The key path to achieve this goal is to promote the integration of the digital economy with the real economy,and to realize the digital transformation and innovative development of the real economy by fully embedding digital technologies into all aspects of the real economy,such as the intelligent upgrading of production and manufacturing,the precise delivery of marketing,and the synergistic optimization of supply chain management,so as to promote the leaping up of the new quality productivity.The digital economy contains huge production kinetic energy and innovation potential,which can provide strong support and guarantee for the development of new productivity.In order to fully release this potential,first of all,we need to continue to increase the application of scientific and technological innovation,and actively encourage synergistic innovation cooperation among enterprises,universities and scientific research institutions,so as to accumulate a wealth of new technological potential for the development of new quality productivity.Secondly,great importance should be attached to the cultivation and introduction of digital talents,through the construction of a perfect education and training system,the formulation of preferential policies for the introduction of talents and the creation of a favorable environment for the development of talents,to accelerate the cultivation of a team of digital talents with an international vision,innovation ability and professionalism,so as to provide solid intellectual support and human resources for the synergistic development of the digital economy and the new quality of productivity.In addition,we should focus on the key tasks of industrial transformation and upgrading,vigorously promote the two-way development process of digital industrialization and industrial digitization,enhance the actual effectiveness and value contribution of digital technology in industrial application,cultivate the formation of a set of structurally complete,functionally complete and synergistic and efficient modern industrial system,and create a good industrial ecological environment and institutional safeguard mechanism for the development of the digital economy and the new quality of productivity.
