江西作为水利大省,水利建设市场主体类型多、数量大,监管任务重、难度大,信用信息分散于各相关行业、部门,缺乏有效的信用信息共享机制,阻碍了水利建设市场信用体系建设。围绕江西省水利建设市场监管平台的建设,深入分析了江西省水利建设市场监管工作现状和业务需求,提出了水利建设市场监管平台设计思路和总体框架,详细介绍了平台实现功能及运用成效。监管平台形成了水利建设市场主体信用档案,实现了信用信息互通,在省内水利建设市场准入、招投标、资质(资格)管理等方面发挥了重要作用。
