摘要
随着海洋科技加速发展,海洋经济日益成为临海国家最具活力的领域之一。海洋经济是海洋资源生态经济、海洋空间经济、产业经济和区域经济的集合,海洋经济高质量发展的基本内涵包括科技创新发展、海陆一体发展、绿色低碳发展以及对外开放发展四个方面。江苏位于中国经济最发达、国际化程度最高的区域之一,具备海洋科技创新能力稳步提升的技术基础、现代化海洋产业体系建设初见成效的产业基础、超大规模市场优势日益凸显的需求基础以及多重国家战略叠加的制度基础,海洋经济发展潜力巨大。也需要看到,江苏海洋经济规模与经济强省地位不相匹配,高质量发展的新增长极尚未形成;沿海三市的海洋经济辐射能力与丰富的海洋资源赋不相匹配,“蓝色引擎”作用尚未充分发挥;海洋产业体系与科教大省地位不相匹配,海洋科技和产业创新高地建设有待加快。为了推动江苏海洋经济高质量发展,需要加强海洋学科基础研究,提高自主创新能力;构建现代海洋产业体系,引领海洋经济多元化发展;把握“一带一路”交汇点建设机遇,拓展海洋经济发展空间;加快数字技术赋能,助力海洋经济高质量发展。
The basic connotations of high-quality development of marine economy are the development of scientific and technological innovation,the development of marine and land integration,the development of green and low-carbon technologies,and the development of opening up to the outside world.Jiangsu Province has the technological basis,the industrial basis,the demand basis,and the institutional basis on developing marine economy.Meanwhile,the scale of Jiangsu's marine economy does not match its status as a strong economic province,the economic radiation capacity of the three coastal cities does not match the rich endowment of marine resources,and the marine industrial system does not match the status of a major province of science and education.In order to promote the development of Jiangsu's marine economy,it is necessary to strengthen the basic research of marine science,build a moderm marine industrial system,seize opportunities for the construction of the"Belt and Road Initiative"intersection,and accelerate empowerment with digital technologies.
