摘要
中国的国家安全是“平安中国”与“和谐世界”共同支撑下的总体国家安全。其中,构建人类安全共同体的全球安全观是总体国家安全观秉持安全不可分割原则维护世界和平与安宁的重大思想结晶。总体国家安全观从统筹内部安全与外部安全的时空领域、统筹国土安全与国民安全的安全对象、统筹传统安全与非传统安全的安全性质三个层面,展示了追求共同安全的理论依据与现实必要性。同时,总体国家安全观基于安全主体的视角,从人类共同的安全利益、共同的安全权利与责任、共同的安全价值三个层面,全面揭示了追求共同安全的深刻内涵。此外,总体国家安全观还从统筹维护和塑造国家安全的路径层面,适时提供了追求共同安全的路径启发。未来,中国将深入贯彻落实总体国家安全观,坚持同一切爱好和平的国家和人民一道,共同完善全球安全治理体系,走出一条互利共赢的安全之路,构建普遍安全的人类命运共同体。
China's national security is an overall national security underpinned by“Safe China”and“Harmonious World”.Among them,the vision of global security for building a security community of shared future is a major crystallization of the holistic approach to national security,which upholds the principle of indivisible security in order to maintain world peace and tranquility.The holistic approach to national security demonstrates the theoretical basis and practical necessity of pursuing common security at three levels,namely,the spatial and temporal domains of internal and external security,the security objects of homeland security and people's security,and the security nature of traditional and non-traditional security.At the same time,from the perspective of security subjects,the holistic approach to national security comprehensively reveals the profound connotation of the pursuit of common security from the prospective of the common security interests of humankind,common security rights and responsibilities,and common security values.In addition,the holistic approach to national security also provides timely inspiration for the paths of pursuing common security from the level of the paths of integrating,maintaining and shaping national security.In the future,China will thoroughly implement the holistic approach to national security,insist on working with all peace-loving countries and peoples to jointly improve the global security governance system,take a mutually beneficial and win-win path to security,and build a global community of shared future enjoying universal security.
