基于中国国情的农业全产业链数字化转型路径 被引量:28

Research on the Digital Transformation Path of the Whole Agricultural Industry Chain Based on China's National Conditions

摘要 农业全产业链数字化转型有助于农业农村优先发展,以及数字中国、农业强国建设。构建农业全产业链数字化水平评价指标体系,结合测算结果分析研判我国农业全产业链数字化发展现状与数字化转型中存在的问题。研究发现,我国农业全产业链数字化转型影响因素众多且交叉融合,传统农业正紧跟数字化步伐进入新时代,开启数字化转型。但农业生产规模化、农业标准化、农产品品牌化、农村产业融合水平依然较低,不利于农业全产业链数字化转型。研究认为,主要应从四个方面助力我国农业全产业链数字化转型。一是推动基于我国国情的农业生产规模化:保障农业转移人口合法权益,推进土地规模化经营;培育多种新型农业经营主体,推进农业适度规模经营;有序发展新型农村集体经济,推进农业规模化生产。二是推动基于我国国情的农业标准化:推动农业标准化和追溯体系建设,实现农产品流通全过程质量可控;加强现代信息技术应用,推动农产品物流信息标准化。三是推动基于我国国情的农产品品牌化:加强农产品品牌建设,提升农产品品牌价值;以农产品电商化推动农产品品牌化;创新农产品营销模式,拓展农业新模式,提高农产品品牌附加值。四是推动基于我国国情的农村一二三产业融合:以种植业为主导加速农业内部各产业“内向”融合;以供销合作社为纽带推进产加销一体化、贸工农一条龙发展;以农业优势资源为依托推动农业、文化、教育、旅游全面融合。 Promoting the digital transformation and upgrading of the whole agricultural industry chain is an important way to ensure the priority development of agriculture and rural areas,and accelerate the construction of a digital China and a strong agriculture.The author constructs an evaluation index system for the digital transformation of the whole agricultural industry chain,accurately analyzes and scientifically evaluates the current situation and existing problems of China's agricultural digital transformation.It is found that:there are many factors affecting the digitization of the whole agricultural industry chain in China,and they are overlapped and integrated;and China's traditional agriculture is keeping up with the pace and entering the digital era,which is initiating digital transformation.However,the low level of agricultural production scale,agricultural standardization,and agricultural integration in rural areas makes it difficult to promote the digital transformation of the whole agricultural chain.It is believed that,there are four aspects can help us to promote the digital transformation of the whole agricultural chain.The first is to promote the large-scale agricultural production based on China's national conditions:ensuring the legitimate rights and interests of farmers who settle in cities and promote large-scale land management;cultivating various new types of agricultural business entities and promote moderate scale operation of agriculture;and developing the new rural collective economy in an orderly manner and promote the large-scale agricultural production.The second is to promote agricultural standardization based on China's national conditions:promoting the construction of agricultural standardization and traceability system,and realize that the quality of the whole agricultural products circulation process is controllable;and strengthening the application of modern IT and promote the standardization of agricultural products logistics information.The third is to promote agricultural product branding based on China's national conditions:strengthening the brand building of agricultural products and improve the brand value of agricultural products;promoting the brand building of agricultural products with the help of e-commerce;and innovating the marketing pattern of agricultural products,expanding the new pattern of agricultural industry,and improve the added value of agricultural products brand.And the fourth is to promote the integration of the primary,secondary,and tertiary industries in rural areas based on China's national conditions:accelerating the“inward”integration among different industries within the agricultural section taking crop farming as the leading industry;promoting the integration of production,processing and selling,and the integrated development of trading,industrial,and agricultural industries;and promoting the overall integration of agricultural,cultural,education and tourism industries relying on advantageous agricultural resources.
