摘要
“印太战略”历经奥巴马、特朗普和拜登三届美国政府的持续推进,已经从概念到付诸实施,并逐渐成为美国谋求大国竞争优势的重要地区战略。美国推行“印太战略”已产生了多重复杂影响,不仅加剧了中美战略博弈,也恶化了亚太地区局势,使得区域合作遭受冲击。加强对“印太战略”的认知,妥善谋划应对之策尤为重要。中国官方对“印太战略”的态度经历了从观望、拒斥到批评的阶段性转变,这与中国对于“印太战略”的认知经历了从“战略风险”到“战略威胁”的演变密切相关。为应对美国“印太战略”,中国需要不断调整优化政策,实施更加精准的周边战略。在坚持开放包容的地区合作原则的基础上,要注重地区力量协调以应对地缘政治竞争,补强地区安全以应对地缘安全竞争,加强地区经济整合以应对地缘经济竞争。
With the continuous promotion by the three US administrations of Obama,Trump and Biden,the Indo-Pacific Strategy has been put into practice from concept to implementation,and has gradually become an important regional strategy for the United States to gain competitive advantages as a major power.The implementation of the Indo-Pacific Strategy by the United States has multiple and complex effects,which not only aggravate the strategic game between China and the United States,but also worsen the situation in the Asia-Pacific region and affect regional cooperation.It is particularly important to strengthen understanding of the Indo-Pacific Strategy and plan countermeasures.China's official attitude towards the Indo-Pacific Strategy has gradually changed from wait-and-see to rejection and criticism,which is closely related to the evolution of China's perception of the Indo-Pacific Strategy from a“strategic risk”to a“strategic threat”.In response to the US“Indo-Pacific Strategy”,China needs to constantly adjust and optimize its policies and implement a more precise peripheral strategy.Based on the principle of open and inclusive regional cooperation,it is necessary to pay attention to regional power coordination to cope with geopolitical competition,reinforce regional security to cope with geosecurity competition,and strengthen regional economic integration to cope with geoeconomic competition.
