摘要
大数据管理机构是经济社会大转型和数字治理背景下的机构创新,迅速在全国范围内形成扩散效应,为完善国家数据治理体系奠定了组织基础。文章对大数据管理机构在省级行政单位的创新扩散过程进行分析,剖析其时空演进特征和多元逻辑,结果表明:在时间维度,扩散曲线呈S型,在扩散缓慢期由经济逻辑、政治逻辑和行政逻辑驱动,在扩散增长期主要受经济逻辑和政治逻辑影响;在空间维度,其扩散过程兼具邻近扩散和跨区域扩散的特征,以东西部部分地区为两个集群核心,环绕式向全国其他地区辐射,东部地区受三重逻辑共同驱动,中西部地区由经济逻辑和政治逻辑主导。文章尝试刻画具有中国特色的公共部门创新扩散故事,为理论研究和实践应用提供一些参考。
Big data administration institutions are institutional innovations,which has rapidly formed a diffusion effect across the country,laying an organizational foundation for improving the national data governance system.This paper analyzes the innovation diffusion process of big data administration institutions at provincial levels to further explore its temporal and spatial evolution characteristics and multiple logics.It is found that in the time dimension,the diffusion curve is S-shaped,driven by the economic logic,political logic,and administrative logic in the slow diffusion period,while mainly influenced by the economic logic and political logic in the quick diffusion period.In the spatial dimension,the diffusion process is both adjacent and cross-regional,with parts of the eastern and western regions being cores of two clusters,radiating to the rest of the country circularly,while the diffusion in the eastern region is jointly driven by the triple logic,and the diffusion in the central and western region is dominated by the economic logic and political logic.
