摘要
区域一体化本质是促进要素的自由流动,以实现区域资源优化配置。从要素流动和配置角度看,区域一体化既是一个过程,又是一种状态。就过程而言,主要包括旨在消除各地区之间要素流动的物理障碍和制度障碍,即交通一体化和制度一体化;就状态而言,在集聚和分散两种作用力下,促使要素优化配置,实现经济、社会、环境等高质量发展。基于此,构建长三角区域一体化评价指标体系,对区域内41个地级及以上城市进行评价。主要结论:长三角区域一体化以上海为中心,向周边逐渐衰减,呈现南高北低,沿海高于内陆的区域布局。从省域角度,上海具有绝对优势、浙江省区域一体化略高于江苏省,安徽省区域一体化还有较大潜力。从五大维度看,长三角区域高质量发展与区域一体化格局相对一致,交通一体化推动区域一体化作用明显,制度一体化尚处于起步阶段,而生态环境成为部分头部城市高质量发展的短板。同时,从案例分析中发现,区域一体化不是追求区域一样化,在空间上呈现异质性特征,形成以多个大城市为核心的都市圈,其辐射范围受地理临近性和城市规模大小影响。
The essence of regional integration is to promote the free flow of elements and realize the optimal allocation of resources.From the perspective of element flow and allocation,regional integration is a process and also a status quo.In terms of a process,it is aimed at eliminating physical and institutional barriers between different regions,namely,traffic integration and institutional integration;In terms of a status quo,it promotes the allocation of elements and realizes integrative development of economy,society and environment under the impact of agglomeration and dispersion,that is high economic quality,high social quality and high environmental quality.Based on that,the assessment indicator system of Yangtze River Delta regional integration is constructed to evaluate 41 cities of the region.The results show that the regional integration index of the Yangtze River Delta is centered on Shanghai and gradually drops off to the surrounding areas;it demonstrates typical distribution that the index in south is higher than north and in coastal areas is higher than inland areas from overall regions.From the provincial perspective,Shanghai owns an absolute advantage,and regional integration degree of Zhejiang is higher than that of Jiangsu and Anhui.From the five dimensions,the high-quality development of the Yangtze River Delta region is relatively consistent with the pattern of regional integration,traffic integration plays an obvious role in promoting regional integration and institutional integration is still in its infancy,while the ecological environment has become a short slab in the high-quality development of some cities which are at the front rankings.Based on the case analysis,it can be found that regional integration does not pursue regional homogenization,but presents spatial heterogeneity.The degree of regional integration is influenced by geographical proximity and the heterogeneity of city size,presenting the development of urban circle with big cities as the core.
