摘要
资产评估是现代高端服务业,合理的收费和良好的市场环境有利于评估行业健康持续发展。但行业内长期存在的低价恶性竞争现象破坏了市场秩序,降低了服务质量,在一定程度上影响了评估行业的社会形象,采取措施解决行业低价竞争问题已经成为行业共识。造成资产评估行业低价竞争的原因是多方面的,既有行业内部的原因,也有行业外部的原因;既有评估机构自身的原因,也有市场和委托人的原因。究其根源,评估市场内在需求不足,评估机构选聘机制不合理,是造成低价竞争的外因;而评估机构间业务质量参差不齐,评估机构评价机制不健全,则是造成低价竞争的内因。本课题研究即是以评估机构选聘机制为主要切入点,重点研究政府采购资产评估服务的采购方式,总结提出一套能较好应对评估服务低价低质问题的评估服务采购方式和标准供潜在的委托人参考使用。
Asset appraisal is a modern high-end service industry,where reasonable fees and a favorable market environment contribute to the healthy and sustainable development of the appraisal industry.However,the longstanding viciously low-price competition in the industry has disrupted market order,reduced service quality,and affected the social reputation of the appraisal industry.Taking measures to address low-price competition has become a consensus within the industry.The reasons for low-price competition in the asset valuation industry are multifaceted,including both internal and external factors,such as the causes related to the valuation agencies themselves,the market,and the clients.At the root,insufficient intrinsic demand in the appraisal market and an unreasonable selection mechanism for appraisal agencies are the external factors causing low-price competition,while uneven work quality among agencies and biased selection mechanism are the internal factors.This research focuses on the selection mechanism of appraisal agencies,investigating the procurement methods of government asset appraisal services,aiming to propose a set of procurement methods and standards for appraisai services that can better solve the issue of low-price and low-quality services for potential clients as a reference.
