摘要
现有的政府采购评标方法难以全面准确地反映供应商履约能力的重要性,同时在采购过程中设定各评价指标的权重时也过于模糊和主观,缺乏科学性和准确性。论文针对政府采购评标中存在的"履约不确定性"和"权重设置不确定"两大问题,以不确定性多目标决策为基础,提出了"综合能力评分法",为完善政府采购评标提供了一种新的思路。
The current government procurement bid - evaluation methods fail to reflect accurately and comprehensively the importance of suppliers'contractual capability and prove to be too vague and subjective and lack of scientificalness and accuracy in setting the weight of each evaluation index in the process of procurement. Based on uncertain multi - objective decision - making, the Comprehensive Capacity Evaluation Method is established in order to address the issues of contractual performance uncertainty and weight - setting uncertainty and propose a new thinking for improving government procurement.
