摘要
党的“十九大”报告首次提出实施“乡村振兴战略”,为农村水库移民发展带来新的机遇。乡村振兴战略提出的“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”的总体目标要求和水库移民后期发展目标存在高度的耦合性。分析总结了当前水库移民后期发展存在的问题,探索水库移民后续发展思路:以乡村振兴战略五大目标要求为指导方向,融合农村一二三产业发展,改善移民村人居环境,有效开展劳动力人力资源开发,加强基层组织建设和治理,从而实现移民长远生计有保障、移民村宜居宜业的目标。
The report of the 19th National Congress of the Communist Party of China proposed for the first time the implementation of the"Rural Vitalization Strategy",bringing new opportunities for the development of rural reservoir migration.The overall goal of"prosperous industry,livable ecology,civilized rural culture,effective governance,and prosperous living"proposed by rural vitalization strategy is highly coupled with the later development goals of reservoir resettlement.This paper analyzes and summarizes the problems that exist in the later development of reservoir immigration,and explores the ideas for the subsequent development of reservoir immigration.We should take the five major goals and requirements of rural vitalization strategy as the guiding direction,integrate the development of the primary,secondary,and tertiary industries in rural areas,improve the living environment of immigrant villages,effectively develop labor and human resources,strengthen grassroots organizational construction and governance,and thus achieve the goal of ensuring the long-term livelihood of immigrants and making immigrant villages livable and suitable for work.
