摘要
在一些高层次人才集中的中心城市建设吸引和集聚人才的平台是贯彻落实中央人才工作会议精神的一项重要举措。通过政策文本分析,总结各地人才平台建设的主要举措,提出新时代区域人才平台建设应服务于国家战略需要、地区发展需求,应在教育和科技、战略科技力量和战略人才力量、人才与外部环境之间形成良性循环。针对各地在探索过程中存在的诸多问题,研究提出根据战略需求搭建区域人才平台、在科研攻关中完善交叉学科体系设置、全方位梯队式打造战略人才力量、营造开放创新大生态等未来发展方向,供有关地方和部门参考。
Building a major world center of talent and innovation is the focus of current talent work.Through the analysis of policy texts,this paper summarizes the main measures for the construction of talent platform in different regions.The regional talent platform in the new era should serve the national strategic needs,the regional development needs,and form a virtuous cycle between education and technology,strategic science and technology capabilities and strategic talents,talents and external environment.However,there are still many shortcomings in practice across the country.In view of the problems,this paper puts forward the future development direction,including building a regional talent platform according to the strategic needs,improving the cross-disciplinary system in the process of scientific research,introducing strategic talents,and creating an open and innovative environment.
