摘要
采用归纳总结和实证分析等方法,梳理国家政策、理论研究,结合近郊镇特点,发现过渡期内镇级总规缺失影响村庄规划全生命周期,而近郊镇村庄受到中心城市城镇化进程影响较大,引出镇村联编工作能够有效地促进国土空间保护开发。提出简化总详规划体系、强化县镇传导、发挥联编整体功能3个方面的镇村联编规划思路,阐述镇村联编工作的内涵逻辑。依托福鼎市村庄布局和贯岭镇—溪底村镇村联编,理论与实践相结合,以期为国内类似地区镇村联编推动提供参考。
This paper uses the methods of induction and empirical analysis to sort out the national policies and theoretical research,and combines the characteristics of suburban towns,and finds that the lack of general planning during the transition period affects the whole process of village planning,while villages on the suburban towns are greatly affected by the urbanization process of the central city,leading to the conclusion that town-village joint planning can effectively promote the protection and development of land space.This paper puts forward the idea of town-village joint planning in three aspects:simplifying the general and detailed planning system,strengthening the transmission of two level plannings,and giving full play to the overall function of the joint planning,and expounds the connotation logic of the town-village joint planning work.Relying on the layout of villages in Fuding city and the town-village joint planning in Guanling town and Xidi village,the combination of theory and practice is expected to provide reference for the promotion of joint compilation of towns and villages in similar regions in China.
