摘要
为了进一步落实“对口支援计划”,完善高校对口帮扶机制,应对西部高等教育发展尚不充分的问题,有必要对受援高校的实际状况进行省思。本文运用自组织理论分析受援高校的发展特征,发现受援高校存在外部信念移植导致消极风险、政策过度依赖导致驱动单一、发展方式趋同导致特色丧失、外部调控失范导致内生制度式微、外部指标依赖导致评估功利等异化为他组织的倾向。从他组织主导到自组织主导,受援高校应实行交往理性,形成对话机制;彰显自主理性,构筑创新机制;形成治理理性,建构协同机制;强化价值理性,重塑评估机制。
In order to further implement the"Counterpart Support Program for Higher Education Institutions in Western Regions",improve the counterpart assistance mechanism for colleges and universities,and deal with the problem of insufficient development of higher education in the western region,it is necessary to reflect on the actual situation of the aided colleges and universities.Using self-organization theory to analyze the development characteristics of the recipient universities,it is found that the recipient universities have the tendency of external belief transplantation leading to negative risks,excessive policy dependence leading to single driving,convergence of development methods leading to loss of characteristics,external regulation and control leading to the decline of endogenous systems,and dependence on external indicators leading to assessment utilitarianism.From the leadership of other organizations to the leadership of self-organizations,the aided colleges and universities should implement communication rationality and form a dialogue mechanism;demonstrate independent rationality and build an innovative mechanism;form governance rationality and build a collaborative mechanism;strengthen value rationality and reshape the evaluation mechanism.
