摘要
目的:分析我国5个长期护理保险试点城市的实践成效,为其他试点城市以及为将来实现长期护理保险全国范围内的推广和可持续发展提供参考。方法:收集成都市、南通市、苏州市、北京市和上海市5个长期护理保险试点城市的政策文件及相关信息,从5个试点城市的基本情况、制度内容及经办服务模式3个方面进行定性和定量的比较分析。结果:5个试点城市失能失智人群护理服务需求与市场护理服务供给不匹配;长期护理保险制度内容正在逐步完善,但在全国范围内统一推广实践仍有难度;“社商合作”长期护理保险制度模式已经覆盖超过80%的试点城市。结论:长期护理保险的制度内容和模式随着实践的深入不断完善,但缺乏顶层设计,且护理型服务资源仍然紧张。为实现长期护理保险的可持续性且高效发展,应加强专业护理人员队伍建设,以推动护理行业高质量发展;确立长期护理保险独立险种的制度框架,明晰其基本功能定位;搭建长期护理保险智慧化信息平台,创新长期护理保险经办服务模式。
Objective:To analyze the practical results of five pilot cities of long-term care insurance in China,so as to provide reference for other pilot cities and for the realization of the nationwide promotion and sustainable development of long-term care insurance in the future.Methods:This study collected the policy documents and relevant information of five pilot cities of long-term care insurance in Chengdu,Nantong,Suzhou,Beijing and Shanghai,and conducted qualitative and quantitative comparative analysis from three aspects,which included the basic situation,system content and entrusted service mode of the five pilot cities.Results:The demand for nursing services of the disabled and dementia population in five pilot cities did not match the supply of nursing services in the market.The content of the long-term care insurance system was improved gradually,but it was still difficult to uniformly promote the practice throughout the country.The long-term care insurance system model of cooperation between social insurance and commercial insurance institutions covered more than 80%of the pilot cities.Conclusion:The system content and mode of long-term care insurance are continuously improved with the deepening of practice,but lack the top-level design,and nursing service resources are still scarce.In order to achieve the sustainable and efficient development of long-term care insurance,we should strengthen the construction of professional nursing staff to promote the high-quality development of the nursing industry,establish the institutional framework of long-term care insurance and clarify its basic function orientation,and build an intelligent information platform for long-term care insurance and innovate the entrusted service mode.
