摘要
创新义务教育阶段教师资源配置模式是实现教育高质量发展的方式之一。在教师资源配置内部困境与外部需求的双重压力下,以政府为单一主体的计划配置模式需要在解构与建构中重生。要实现高质量教育体系的建设目标,教师资源配置模式应从配置目标、配置主体、配置手段等方面变革,彰显出坚持核心与多元、高质量发展、人民至上、工具理性的显著特征。为了保障教师资源配置共治模式的有效运转,有必要从动力、协同联动、质量提升、共享以及督导等方面实现机制创新。
Innovating the allocation mode of teacher resources in the compulsory education stage is one of the ways to achieve high-quality development of education. Under the dual pressure of internal predicament and external demand, the planning allocation mode with the government as the single subject needs to be reborn in deconstruction and construction. To achieve the goal of building a high-quality education system, it is urgent to achieve transformation from the aspects of allocation goals, allocation subjects, and allocation means, and highlight the distinctive characteristics of adhering to the core and pluralism, high-quality development, people first,and instrumental rationality. In order to ensure the effective operation in the co-governance mode of teacher resource allocation, mechanism innovation should be achieved from the aspects of power, collaborative linkage,quality improvement, sharing and supervision.
